1. To formulate, submit to competent authorities for approval and promulgate:
a) Annual, 05-year, and long-term development plans and plans for hi-tech agricultural zones; plan and organize the implementation of scientific and technological activities.
b) Development investment plans and annual budget estimates (development investment expenditures and recurrent expenditures).
c) Mechanisms and policies on investment incentives for projects and investors investing in hi-tech agricultural zones; preferential policies for experts and scientists; preferential policies for cadres, civil servants, public employees, and employees working at the Management Board.
d) Projects using state budget capital and capital receiving investment aid for the development of hi-tech agricultural zones.
e) The level of collection of fees for infrastructure use in the Hi-tech Agricultural Zone.
f) Legal documents and other documents on hi-tech agricultural zones.
2. To organize, examine, and urge the implementation of legal documents, policies, master plans, plans, programs, schemes, and projects in hi-tech applied agricultural zones; prescribe and guide the implementation of professional activities, principles, and working rules of the Management Board.
3. Direct and organize the implementation of construction investment projects with state budget capital according to the provisions of law; is the investor of investment projects with state budget capital assigned to manage; Organizes investment, trade, and promotional activities domestically and internationally to attract investment capital into high-tech agricultural zones.
4. Manage and organize planning implementation:
a) Manage and organize the implementation of construction planning in hi-tech agricultural zones after being approved by competent authorities.
b) Organize the formulation, management, supervision, and implementation of detailed planning for the construction of functional subdivisions.
c) Organize the implementation of plans for the construction and development of hi-tech agricultural zones after being approved by competent authorities.
5. Land management and use:
a) To coordinate with local authorities and relevant agencies in organizing the resettlement, compensation, and site clearance in hi-tech agricultural zones.
b) Organize the formulation of annual and 05-year hi-tech application planning and plans.
c) Agreements with infrastructure enterprises in the valuation and sublease of land that has built technical infrastructure by law.
d) Inspect and supervise land use during the implementation of investment projects according to decisions on land allocation or land lease.
6. Management of investment, construction, and exploitation of infrastructure:
a) To decide and manage state-funded technical infrastructure construction investment projects according to its competence; receiving and managing ODA projects, and investment financing projects in hi-tech agricultural zones.
b) Approve the basic design of investment projects in hi-tech agricultural zones based on approved general and detailed planning.
c) Comment on the construction of electricity, water supply, and post and telecommunications works outside the boundaries of hi-tech agricultural zones by specialized enterprises in conformity with the planning and progress of construction of hi-tech agricultural zones.
d) Ensure the progress of investment in technical infrastructure construction and provision of services by contracts with project investors.
e) Sign BOT, BTO, and BT contracts as authorized by competent authorities and as prescribed by law.
f) Organize investment mobilization, select investors to build infrastructure, conduct bidding according to regulations, and support investors in infrastructure construction to invest in hi-tech agricultural zones.
g) Guide investors and enterprises in building, trading, exploiting, and using infrastructure by state processes and technical regulations; agree on the level of collection of fees for use and services related to infrastructure.
h) Directly manage, exploit, use, and maintain technical infrastructure works invested by the State in hi-tech agricultural zones.
7. Management of investment projects:
a) To decide on priority directions and forms of support for organizations, individuals, and enterprises conducting hi-tech research, training, production, business, and hi-tech services in agriculture based on the list of high technologies prioritized for development investment and the list of hi-tech products encouraged for development.
b) Appraise dossiers of applications for investment certificates in hi-tech applied agricultural zones by law.
c) To examine and certify in writing the contents stated in the explanation of hi-tech application projects, hi-tech research and development projects in agriculture of organizations and individuals engaged in hi-tech application and hi-tech research and development in hi-tech application zones.
8. Management and protection of natural resources, environment, and sustainable development:
a) Approve environmental impact assessment reports and certify written environmental protection commitments for investment projects in hi-tech agricultural zones as authorized and prescribed by law.
b) To coordinate with local environmental management agencies in managing and examining the application of measures to protect natural resources and the environment in hi-tech agricultural zones; propose competent agencies to handle violations of the law on natural resources and the environment.
9. Management of labor, residence and security and order:
a) To manage, inspect, and urge the observance of legal provisions on labor and residence in hi-tech applied agricultural zones under the authorization of competent state management agencies.
b) To assume the prime responsibility for, and coordinate with local authorities and concerned agencies in, promulgating regulations on ensuring security, order, fire prevention and fighting, and the implementation of cultural lifestyle in the process of construction, management, and exploitation of works in hi-tech agricultural zones.
10. Cooperation and investment with foreign countries and commercialization of hi-tech agricultural products:
a) Cooperation and investment with foreign countries in high technologies in agriculture shall comply with regulations on investment cooperation with foreign countries in the field of science and technology.
b) To organize and manage hi-tech applied agricultural products research and development activities by law.
11. Internal management:
a) Manage the organization of the apparatus, payroll, and training for civil servants, public employees, and employees working at the Management Board by law; use assigned finances and assets by the provisions of law;
b) Reform administrative procedures in hi-tech agricultural zones according to programs and plans on administrative procedure reform of Phu Yen People's Committee.
12. To coordinate with state management agencies in inspecting and examining organizations and enterprises in hi-tech application agricultural zones in the implementation of law provisions; settle complaints and denunciations, prevent and combat corruption, waste, and negativity and handle violations of law under state management by law.
13. Periodically report to the People's Committee of Phu Yen province, the Ministry of Agriculture and Rural Development, relevant ministries and branches, and the Prime Minister on the investment, construction, development, management, and operation of hi-tech agricultural zones.
14. To be allocated land to organize the construction and development of Phu Yen Hi-tech Agricultural Park according to the approved planning; be authorized to reassign or lease land to organizations and enterprises investing in hi-tech applied agricultural zones by the law on land.
15. To directly implement or entrust other enterprises to maintain, maintain, and repair infrastructure works and construction works in hi-tech agricultural zones.
16. To open accounts at the treasury to collect recoveries from state budget investment (if any) and other revenues for maintenance, maintenance, and re-investment in hi-tech agricultural zones under decisions of competent state agencies.
17. To coordinate with units operating in hi-tech application agricultural zones in carrying out hi-tech research, training, and application activities in agriculture.
18. To perform other duties assigned by provincial People's Committees and as prescribed by law.
